The public administration of Germany increasingly relies on algorithmic decision-making systems to fulfill their tasks. The study examines how democratic legal control can be achieved if the public administration uses rule-based or statistic-based systems for the creation of administrative acts. It investigates how the decision-making authority of legitimate public administrators can be guaranteed when technical decision support systems as well as systems of partial and full automation are used.
